Health insurance coverage continues to change across the United States. As of 2005, 247.3 million people had health insurance coverage, yet, 46.6 million people still remained without any type of health insurance plan. The amount of people without health insurance rose by 1.3 million people from the year before. People continue to live without health insurance plans for several reasons, such as that it is not offered by their employer or that health insurance plans are too expensive for them.

Florida residents' reasons for not having health insurance differs. In a 2004 survey, 63% of the respondents claimed that health insurance was too expensive, the premiums were too high, or they simply could not afford it. The second most common response in the Florida survey dealt with workplace issues. Among the respondents, 10% stated that their employer did not offer health insurance. Additionally, 6% claimed that they were usually healthy and did not need health insurance and 3% stated that they had pre-existing medical conditions that hindered their ability to get health coverage.

Despite their reasons, being uninsured in Florida is often not simply temporary and brief. In a 2004 survey, 36% of Florida residents polled stated that they had been without health insurance for more than 2 years. 19% of the Florida residents polled claimed that they had been without health insurance for 1 to 2 years. Another 19% responded that they had never had health insurance coverage.
